Minority Business Enterprise Division The Ohio Department of Development, Minority Business Enterprise Division (MBED), in cooperation with the Global Markets Division and Entrepreneurship and Small Business Division, will host its first annual statewide Minority Business International Trade Conference on October 2, 2008. The Keynote speaker will be Earl G. Graves, Jr., President and Chief Operating Officer for Earl G. Graves Publishing Company, publisher of BLACK ENTERPRISE Magazine. The Minority Business Enterprise Division aids in the creation of a business environment in Ohio sensitive to the particular needs of minority business enterprises and assists in their growth and development. The realization of this objective will strengthen the minority business community and will contribute to the general economic health of the State of Ohio. The Division also provides services to non-minority, small and disadvantaged businesses (Please review the program descriptions for eligibility). ... encourages state chartered financial institutions to make loans to For Profit or Non Profit small businesses that are having difficulty obtaining business loans through conventional underwriting standards. MCBAP - Minority Contractors Business Assistance Program … provides outreach for the Minority Business Enterprise Division into the minority business community. The MCBAP offices assist minority entrepreneurs with loan and bond packaging services, management, technical, financial and contract procurement assistance. OMFI - Office of Minority Business Financial Incentives … a frequent obstacle to minority and small business expansion and growth is the lack of capital. The Office of Minority Business Financial Incentives administers loan and bond programs that promote the growth and establishment of minority and small enterprises in Ohio. OMFI administers the Capital Access Program, Minority Direct Loan Program, The Ohio Mini-Loan Guarantee Program and the Minority Business Bond Program. OMTS - Office of Management and Technical Services … services are available to existing and start-up minority business enterprises. Minority Business Enterprises are defined as businesses that are at least 51 percent owned and controlled by one of the following disadvantaged groups: African-American, Hispanic, Native American or Asian American. PTAC - Procurement Technical Assistance Center program … help Ohio's businesses sell goods and services to local, state and federal governments. In addition to services like marketing, one-on-one training and help with information resources, the Ohio PTA Centers offer: bid-matching services, product and procurement histories, military specifications, and trade events where Ohio firms can meet government buyers. These services are provided at no cost to Ohio businesses. Minority Business Enterprise Division provides assistance through the Minority Contractors Business Assistance Program (MCBAP), Office of Management and Technical Services (OMTS), and the Procurement Technical Assistance Center program (PTAC). In addition, the Division provides financial assistance to minority and small business enterprises through the Office of Minority Business Financial Incentives (OMFI) and Capital Access Program. OMFI assists minority and small business enterprises through the Minority Direct Loan, Ohio Mini-Loan Guarantee and Minority Bonding Business Programs.
